Department Overview

Power Generation operates and maintains PG&E's hydroelectric, fossil, solar generation, and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our nearly 900 coworkers are dedicated to delivering safe, reliable, and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as PG&E’s successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County.

Position Summary

The PGen Risk & Compliance (R&C) team is a governance, risk and compliance team that supports the organization’s collective pursuit of a defensible risk and compliance management framework to provide a network of critical traceability into the business’s control environment. The result enables governance and oversight of the business to verify necessary controls are in place and to course-correct as needed to ensure PGen understands and manages its risks and operates in compliance with applicable laws, regulations, company objectives and goals. Specific to this position, a primary objective of R&C is to govern and manage a compliance and quality management program that aligns to the requirements of PG&E’s enterprise-wide Ethics, Risk & Compliance Management programs.

This position serves as the programmatic and accountable leader for Power Generation’s Compliance & Quality Management team and its associated programs. This position reports to the Sr. Manager, Power Generation Risk & Compliance, and is expected to lead the development and maintenance of robust and integrated compliance and quality management programs, aligned with the ongoing growth and integration of compliance management, risk management, quality management, independent oversight and document management programs. Power Generation’s compliance item inventory and control environment aligns base level requirements with process controls and mitigations. Aligning these to a central value register, Power Generation intends to provide auditable and defensible basis that aligns with relevant governing frameworks including PSEMS and ISO 55001, 31000, and 9001, and is compliant to all regulating entities including but not limited to the Federal Energy Regulatory Commission (FERC), Department of Water Resources (DWR) Division of Safety of Dams (DSOD), and the California Public Utilities Commission (CPUC). To achieve these and other objectives, this position is accountable and responsible to deliver and manage all associated processes/programs, tools, and system improvements necessary for full deployment and sustainability of the compliance and quality management programs. Finally, this position will maintain alignment with all appropriate stakeholder departments, internally and externally to Power Generation, to ensure proper program integration and governance.

This position is hybrid, working from your remote office and assigned location, subject to change per business needs.

The assigned work location will be flexible within the PG&E Service Territory with Auburn being the preferred location. Headquarters will be agreed upon by the successful candidate and hiring leader.

PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

A reasonable salary range is:

Minimum Base Salary (Bay Area)           $ 155,000.00

Maximum Base Salary (Bay Area)$ 231,000.00

OR

Minimum Base Salary (California)           $ 147,000.00

Maximum Base Salary (California)$ 220,000.00

Job Responsibilities

  • Communicates organization’s vision, direction, and priorities.
  • Manages performance by setting clear expectations and providing timely feedback.
  • Models teamwork and behaviors with supervisor(s), individual contributors, peers and directors.
  • Oversees the ongoing improvement, integration, and maintenance of Power Generation’s control environment, including the design and testing of controls, enabling compliance management, risk management, quality management, independent oversight, and document management programs.
  • Conducts assessments, audits, reviews, and monitoring to ensure quality and compliance in areas such as:
  • Power Generation facility operations, maintenance, design, change/modification, construction, surveillance & testing, divesting and decommissioning activities for adherence to the established control environment.
  • Oversees regulatory and internal audits, assessments, and organizational observations to support the implementation of the Compliance Management System.
  • Oversees Power Generation’s incident and regulatory reporting process(es) for conditions/incidents that meet reportability criteria (e.g. – 18 CFR 12.10, etc.).
  • Monitors and reports results of compliance and quality activities to Power Generation leadership. Ensures alignment with all stakeholder departments, both internally and externally to Power Generation, to maintain proper compliance and quality management program integration and governance.
  • Identifies, prepares, and submits for approval changes to the QA Program as are necessary to maintain the QA Program up to date and in conformance with current regulatory requirements and PG&E commitments.
  • Delivers all associated processes, programs, tools, and system integrations necessary for the full integration of compliance and quality management functions with all other departments within and external to Power Generation.
  • Assures timely and effective corrective actions through audits, regular assessments, and quality assessment status reports.

Qualifications

Minimum:

  • Bachelor’s degree in Engineering or Physical Science, or equivalent experience.
  • 8 years of relevant experience
    • Experience may include work in engineering, manufacturing, construction, operation of a power plant, or quality assurance/control.
  • Travel 10% of time

Desired:

  • Knowledge of Power Generation regulations, policies, practices, and standards
  • Experience working in Compliance Management, Quality Management, Engineering, Operations or related activities in design, construction, or operation of Power Generation facilities or in a similar highly regulated industry.
  • Experience implementing and working to ASME, ASCE, ASTM, and/or ISO Standards, primarily ISO 55000, ISO 31000, and ISO 9001
  • Certified Risk & Compliance Management Professional (CRCMP)
  • Certified Quality Management Professional (CQMP)
  • Certified Manager of Quality/Organizational Excellence (CMQ/OE)
  • Certified Quality Auditor (CQA) / Certified Internal Auditor (CIA)
  • Demonstrated communication skills (written and oral) and ability to interact credibly with company experts in highly technical areas up to the officer level
  • Ability to analyze highly complex processes without guidance, and coach others to develop this skill
  • Skilled at explaining complex issues and shaping the opinions of others
  • Demonstrates judgment and listening skills
  • Prior experience leading meetings and discussing issues and controls, and reporting/presenting on progress of work product, whether field-facing or at the corporate level.
  • Ability to analyze complex processes and strategies with minimal guidance and arrive at logical conclusions
  • Able to analyze and develop compliance risk assessment process with minimal guidance.
