Department Overview
Meter to Cash (MTC) Delivery is responsible for analyzing and designing work that impacts the Meter to Cash systems and their direct interfaces. This team works with business and technical stakeholders to obtain the best possible solutions for its clients.
Its deliverables include providing estimates for MTC related work; developing an internal work plan with identified resources and target completion dates; and preparing requirements and functional designs. To ensure the MTC Delivery team provides the utmost service to its clients, it is organized into three functional areas that align with PG&E’s business operations: Customer Information, Billing/Finance, and Measure & Field Services.
Position Summary
We are looking for an Expert level IT business analyst in MTC Delivery Billing/Finance team who can be a quick learner, thorough, organized, flexible to adapt in fast paced and dynamic environments. The analyst serves as a subject matter expert for assigned area of coverage with in-depth knowledge of the business practices and MTC functionality that supports it. The analyst is mainly responsible for analyzing business requirements, proposing system solution and developing function requirement and function design documents. In addition, the analyst is responsible for analyzing O&M and project defects to determine business/technical impact and providing recommendation on fixing the defects.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. We would not anticipate that the individual hired into this role would land at or near the top half of the range described below, but the decision will be dependent on the facts and circumstances of each case.
A reasonable salary range is:
Bay Area Minimum: $122,000.00
Bay Area Maximum: $194,000.00
&/OR
California Minimum: $116,000.00
California Maximum: $184,000.00
Qualifications
Minimum:
- Bachelor’s degree in Computer Science, Information Systems or job-related discipline or equivalent work experience
- Minimum 7 years of experience in analyzing, designing and developing functional requirements and application functional design in rate billing and financial domain
- Minimum 5 years of working experience of Oracle CC&B/BCS/C2M application and data model
- Participation in projects of high complexity.
Desired:
- Experience in CC&B billing financial and Energy Service Provide direct access, Community Choice Aggregation rate billing
- Working knowledge of relational databases (SQL experience)
- Excellent verbal and written communication
- Collaborate with cross functional teams to maintain efficiency, consistency and achieve successful implementation of system enhancement
- Working experience with the corresponding Line of Business
- Leadership role in projects of high complexity
- Working knowledge of MS Office suite of applications, including Word, Excel, PowerPoint, Visio
- CCBA-certification of Competency in Business Analysis certification
Responsibilities
Ideation:
- Work with business organizations to provide input regarding enhancement feasibility
- Using business process knowledge, proactively look for opportunities for system enhancements
- Evaluate and provide input to “business concept requirements”
- Prepare high level design approach and develop concept estimation
- Anticipate client concerns and questions, and provide proactive, timely and professional client-focused communications.
Project:
- Analyze/assemble Functional/non-Functional requirements
- Analyze and design solutions independently with minimal guidance as needed on the most complex projects.
- Provide technical expertise and assistance in designing, testing and developing applications
- Perform feasibility analysis, design and provide recommendations on the alternative solutions, project strategy and deliverable prioritization, as well as system alternatives or enhancements to current systems
- Prepare functional requirement and functional design documentation
- Conduct walkthrough of deliverables with business and obtain approval/signoff
- Provide SME support to developers and testers
- Work with business to document and analyze project change controls
- Work with business to document and analyze project change controls
- Work effectively with other groups to persuade, exchange ideas and foster cooperation
- Analyze end-to-end business processes of moderate to high complexity and information needs of the clients in one or more business functional areas.
- Support stabilization of deployed code
- Comply with SOX and other standard process requirements.
- Provide expert consulting in information technology to the client to identify and satisfy the business needs.
- Provide timely responses to client inquiries or delegate as appropriate.
- Provides mentorship and guidance to less experienced employees.
- Review design and technical specification documents for alignment with business solution.
- Serves as key technical resource within the area of specialization.
- Mentors the Associate and Career-level team members.
- Understand in detail the current and future business environment of the business clients; effectively anticipate, identify, and fully meet the business needs.
Maintenance:
- Troubleshoot potential MTC system issues to determine if there is a defect
- Analyze production defects, identify business and system impacts and quantify problems
- Contribute to defect troubleshooting and solution design
- Assist business and technical teams with adhoc requests
- Provide functional expertise to clients for resolving business issues
